Russians who have left the country can be criminally prosecuted for offenses against the interests of the nation and their assets can be seized. A corresponding law was enacted by Vladimir Putin.

Among the offenses referred to in the regulations are insulting the head of state or officials, discrediting the army, calling for sanctions, and publicly comparing the USSR with Nazi Germany, reports Meduza.

The law allows the seizure of assets and accounts of citizens who have left the country, as a precautionary measure. The assets can be blocked until the citizens pay the fine, and the seized assets can have disproportionate values, compared to the sanction.

The new law will come into effect on September 1, 2026. The cited source also notes that previously, courts have fined citizens who left Russia for such actions, but currently the already existing procedures are being formalized.
