For the first time this year, participants in the war in Ukraine and their children have occupied more budgetary places at Russian universities than the special quota of 10% provides, reports the publication “Važnîe Istorii”.

This became possible after the admission rules were changed. The remaining unoccupied places from the quotas reserved for other social categories, especially for orphans and people with disabilities, are redistributed to candidates who benefit from the so-called “SVO quota” – intended for war participants and their children. Previously, these places were returned to the general competition.

For instance, at the State University of Saint Petersburg, half of the places reserved for orphans and persons with disabilities in an applied mathematics and artificial intelligence program were transferred to candidates from the “SVO” category.

According to the publication’s calculations, this year over 4,300 people were admitted based on this quota alone in 18 of the most prestigious universities in Russia, almost 50% more than in the previous year.
