The Speaker of the State Duma, Vyacheslav Volodin, stated that the use of Western weapons and satellite technologies for strikes on “civilian targets” could force Russia to use weapons “that will leave no trace of anyone”.
The statement was made following the attack by Ukrainian forces on the occupied city of Starobelsk on May 22. According to the Ukrainian General Staff, the headquarters of the Russian drone unit “Rubikon” was hit, while Russian authorities maintain that a college dormitory was affected.
“The same Elon Musk must understand that his satellites are being used for killing children. All of this could lead to a situation where we will use weapons that will leave no trace of anyone,” Volodin stated, as quoted by the press service of the Duma.
At the same time, he asked the specialized committee to prepare a resolution project addressed to the parliaments of other states, with the appeal to cease the “support given to terrorists”.
Previously, however, the Russian army actively used Starlink terminals for coordinating troops and operating drones in Ukraine.
At the beginning of 2026, the Ukrainian Minister of Digital Transformation, Mihail Fedorov, obtained from SpaceX the disconnection of unregistered terminals in Ukraine. After losing access to satellite internet, the pace of the Russian troops’ advance would have considerably slowed down, and the Ukrainian forces reclaimed approximately 400 km² of territory.
