    Russia exports dirty money: Tokaev accuses of illegal transfers through Kazakhstan

    The President of Kazakhstan, Kasîm-Jomart Tokaev, stated that approximately 14 billion dollars have been transferred through a Kazakhstani bank. The statement was made during a meeting dedicated to combating financial crime. According to Tokaev, the financial institution “processed” over 7 trillion tenge (almost 13.9 billion USD or 12.7 billion euros) “from a neighboring country”, a clear allusion to Russia.

    “From the perspective of law, economy, and even politics, this fact seems outrageous to me. Unfortunately, such cases, related to fraudulent financial schemes, remain frequent,” declared the president.

    The warning comes in the context of tightening financial control, starting from the fall of 2025, over Russian citizens who have remotely opened bank cards in Kazakhstan. Some of them have been informed about ongoing investigations in this country.

    According to the press, these schemes would involve intermediaries who helped Russian citizens obtain tax identification numbers (IIN) and open bank accounts. The Agency for Regulation and Development of the Financial Market in Kazakhstan previously reported that in 2024, over 90% of cardholders used for money laundering were non-residents. In total, there were 6,200 cases of using so-called “drop cards” with a total value of about 43 million euros (24 billion tenge).
