By the end of 2027, an online system for the recovery of debts for utility services will be launched throughout Russia, writes RIA Novosti, citing government documents.
Within this mechanism, service providers will transmit data about outstanding payments to the state information system for housing and communal services (GIS ЖКХ). The platform will automatically prepare the necessary documents and transmit them to the courts in electronic format.
Russian citizens will be informed about their debts and all stages of the recovery procedure through their personal account on the government portal Gosuslugi.
The implementation of the system is coordinated by the Ministry of Construction and the Ministry of Digital Development. The authorities claim that the purpose of the project is to reduce the terms of debt recovery for utility services and to decrease the volume of paper documents.
The mechanism is already operating in pilot mode in 17 regions of Russia, including the Amur, Astrakhan, Vladimir, Voronezh, Lipetsk, Kaliningrad, Moscow, Nizhny Novgorod, Rostov, Sverdlovsk and Tomsk regions, as well as in the republics of Komi and Udmurtia and in the territories of Primorye and Stavropol.
