Montenegro will introduce a visa regime for Russian citizens, in accordance with the commitments undertaken in the process of joining the European Union.
The operator VFS Global has already announced the opening of Montenegro’s visa centers in eight cities in Russia, including Moscow, Ekaterinburg, and Voronej.
Until the end of September, Russians will be able to continue traveling to Montenegro without a visa, for stays of up to 30 days.
According to Montenegrin authorities, by the end of the third quarter of 2026, the country’s visa policy must be fully harmonized with that of the European Union, which also implies the introduction of mandatory visas for citizens of the Russian Federation.
According to the Kommersant publication, approximately 230,000 Russian tourists visit Montenegro annually, largely due to the visa-free regime.
