Budgetary organizations in Russia, including hospitals and educational institutions, have gone through a significant wave of layoffs at the end of 2025. According to the Vedomosti publication, which cites data from the Federal Statistical Service of Russia (Rosstat), in the fourth quarter, 4,900 public administration employees, 4,600 people from the health and social services system, and 3,800 teachers lost their jobs.

In total, the number of layoffs across all sectors of the economy increased by 59% in the period from October to December 2025 compared to the previous year, reaching 32,600 people.

Approximately 40% of these layoffs targeted employees in the budget sector — doctors, teachers, and public officials — that is, 13,300 people.

The wave of layoffs occurred against the backdrop of a rapid deterioration in the financial situation of regional budgets, from which the majority of schools and hospitals in Russia are paid. By the end of the year, the budgets of the regions had accumulated a deficit of about 1.5 trillion rubles (approximately 16.5 billion euros), the largest in the history of official statistics.
