    Russia: harsh restrictions for recruits who ignore summons

    In Russia, additional sanctions have been applied for the first time against a young man who failed to report to the military recruitment office after receiving a summons. According to human rights organizations, the authorities used the electronic military registration record to impose several civil restrictions. Among these are the prohibition to drive cars, register properties, or open a business.

    The case concerns a resident of the city of Kaliningrad. The young man received a summons in November 2025 to report to the military recruitment office for data updating, but he did not show up.

    Approximately 20 days after the set deadline, a decision appeared in the electronic military registration record imposing five restrictions on him.

    The document shows that the man was prohibited from registering as an individual entrepreneur, becoming a professional income tax payer, registering real estate properties, driving vehicles, or registering cars.

    The human rights organization “Conscientious Objection Movement” says that this is the first known case in Russia where such restrictions are applied through the electronic military register.

    Until now, the sanctions applied to those who ignored the summons mainly concerned the prohibition to leave the country.

    However, the law adopted in Russia provides for six types of additional restrictions for those who do not report to the military recruitment office.

    In the case of the young man from Kaliningrad, five of them were applied.

    Activists say it remains to be seen whether these measures will effectively work in practice, as state institutions, such as the tax office, the property register, or the traffic police, must actually apply the restrictions introduced in the system.

    At the same time, human rights organizations warn that the mechanism could be widely extended during recruitment campaigns.

    Previously, independent media reported that during military recruitments, the authorities organized raids in the subway and on the streets to detect young people who avoid military service.
